My suggestion is to create something simple that is supported by research. Remember this is supposed to be a real situation. So it needs to have the statistics and information that are true for the Springfield area.

The preparation for it needs to be research about the local area via newspapers, websites etc. Plus any information about the immigrant group you have chosen. You need to be able to clearly describe them, and what is available for them in the community.
