Teitelbaum & Wilensky (2017) defines policy analysis as an analysis that provides advice to a client using tools and methods related to a public policy decision, including recommendations and course of action. With this said, one of the benefits of conducting a policy analysis is helping to ensure a systematic process is chosen that best fits a situation. Furthermore, policy analysis includes identifying the need for advantages and disadvantages of current policy language, political and financial cost, identifying new or revised policy approaches, identifying opportunities for advocacy as well as the steps of the process that are not always linear and may need to be repeated (Bardach & Patashnik, 219).

A problem statement is a statement that identifies the problem in policy analysis. The purpose of a problem statement clarifies and explains a problem. According to Teitelbaum & Wilensky (2017), a problem statement is important because it is key to the policy analysis and it frames the problem at hand.

Problem Statement: Although cigarette smoking is discouraged amongst teenager, vaping still remains a major public health problem amongst teenagers in our today’s society. Adolescent e-cigarette use includes risk and challenges which is unique and different from the use of traditional cigarette.

My target audience is adolescents. Many of the risks of e-cigarettes are not well understood, especially by the teen population. A strong understanding of what entices adolescents and teens to use e-cigarettes is critical for public health to respond appropriately. This issue is very important because every day, young adults are hurting themselves by smoking e-cigarette. The e-cigarette has caused major attention because it was considered less harmful in reducing tobacco-related harm but instead, it is found to have toxic carcinogens. Policy action is needed so that the public and especially teenagers should be aware of the harm e-cigarette caused. Also, recent studies have shown that experience users engaging in e-cigarette inhale nicotine absorption similar to and at times even higher than the one obtained in conventional cigarettes ( Leport, 2018).
