This research deals with the use of alcohol amongst the youths and effects to the parents especially the African American residing in public houses. Alcohol consumption amongst people below the age of thirty years has increased tremendously. The risky behavior has negative effects on the individual life as well as their parent’s lives. A person under the influence of alcohol can commit different crimes. Guardians incur the loss or cost brought about by their kids. Thus, the research intend to uncover the effects of alcohol on the American population especially guardians to the victims. Youths living in public housing are lured into risky sexual behavior, school dropouts, and hostility towards parents and guardians after drinking alcohol. In fact, this demographic is overpopulated in urban housing developments characterized by poverty, drug use, violence, rodent infestations and plumbing defects (Green, Kouassi, Venkachatalam & Daniel, 2013).
Information gathered will be applied in attending to patients suffering from similar problems. In addition, the solution reached at will help the government and parents initiate programs that will reduce alcohol consumption in the country. This particular study is essential in delivering services to clients. The addicts require special attention so as to regain their normal life. This enhances my understanding about social problems that I will use in my future career in social work. Understanding how the situation affects the parents of these youngsters will help improve the relationships among African American families living in urban areas.
Research Problem
According to government reports on alcohol consumption, about 50% of the African Americans are involved in the act. These people ranges from the age of fifteen years to thirty five years of age. They possess potentials and talents that are untapped at this age. The lucky ones join institutions of higher learning. Some of the contributing factors include unemployment, school dropouts, poverty, and improper parenting. Africans face many problems in America such as job discrimination and social segregation. The victims end up losing hope, thus find comfort in alcoholism (Christie-Mizell, Pirtle, Tyndall &Merolla, 2015). White Youths in the bracket of 29years and below find it easy to consume liquor than their counterpart black male population. Besides, African youths demonstrate retained higher rates of heavy drinking and alcoholism. The end result is poor performance and grades in schools, death, and ill health. However, we do not know much about the situation affects the parents of these African American youth.  The study facilitates the structuring and channeling of resources through support groups to those communities where these problems are prevalent.  In most cases, funds meant for community development activities end up being wasted in corrupt dealings. Thus, a good structure ensures that money is spent in a responsible manner. Good and feasible programs established in the past failed due to corruption from untrustworthy government officers. The young people feel unrecognized and blame the government for failure of such projects.
Research Problem Background
The background study attributes alcoholism to excessive or persistence drinking behavior. This behavior is born through habits formed or adopted by an individual due to frustrations in life.  Public housing setup by government in different states attracts low-income earners. These houses are affordable by poor families. Due to overpopulation, families live in a squeezed space. When young people complete their secondary schools, the possibility of indulging on unwelcomed behavior is very high. The reason behind this is that they live in close neighborhood. Abject poverty is the root cause of increased dropout rate. The young students end up in the street where they beg for food and drinks. Life in the street exposes them to a number of evil deeds. These evils range from prostitution, theft to drug trafficking. From time to time, these children find themselves on the wrong side of the law.
The United States government has introduced various programs that will see this issue come to an end or the number of young drunkard reduce.  This involves the establishment of community colleges and development programs that integrate the youth in nation building. Through government efforts in saving this generation, many children have found refuge and continue with their lives. In the field of co-curriculum activities, the federal government presence is felt. The strategies applied by the national government in tapping some of the talents during children early years focused on the academic potentials. Uncaring parents are held accountable for their actions by taking them through the court process. Vices that are harmful to healthy living come into a child’s life upon neglect. Unscrupulous traders use young citizens to trade illegal products such as marijuana and alcohol. Most school dropouts are found hanging around drinking joints. Having low education profile forces these individual to rush into crime. Africans being the victims of discrimination finds themselves in difficult situation when convicted of crime.
Alcohol misuse is considered to be a major maladaptive behavior in the United States (U.S). It is common among public housing residents (Lombe, Mansoo, Nebbitt and Earl, 2011). Different stages of life come with diverse feeling and psychological change.  Adolescent stage is the most critical period in a child’s life. At this period, children are curious and want to explore the world. Patrick and Schulenberg (2014) carried out a study on the predictors and prevalence of adolescent alcohol use as well as binge drinking in the U.S. The study was based on monitoring the Future (MTF) findings, which are presented annually.  The data comes from an assessment exercise conducted among 8th, 10th, and 12th-grade students. The findings established that alcoholism among these groups is still high in spite of efforts to reduce the levels. The study also established a number of factors that involves parents and peers influence, school and work environment, religiosity and community attachment, exercise and sports participation, externalizing behavior and other drug use, risk taking and sensation seeking and drinking attitudes (Patrick and Schulenberg, 2014). Parents have been rendered childless as they lose their young ones to alcoholism. In additions, poor families end up becoming poorer due to lack of hope and increased stress from these individual. According to Clark, Belgrave &Abell (2012), parents plays a key role in shaping the behaviors of children. Protecting the youth from drug abuse is essential a role bestowed upon parents.   The absence of parental love and advice makes children explore the world on their own. This has a negative effect on decision making process where they follow their friend’s advice.  Having good parent is paramount for children. Good behaviors and discipline is inherited from parents. In addition, a child internalizes the positive characteristics of the parent which minimize defiant peer affiliations. Knowledge about adolescent in child is beneficial to counselors (McGillicuddy& Eliseo-Arras, 2012). Furthermore, parent involvement in cultural practices has a positive influence on their children life.

How are parents affected by the use of alcohol by youth living in public housing?
Which factors contribute to increase in alcohol consumption amongst the African American youths?
Which measures can parents undertake to solve the problem?
Purpose of the Study
The main purpose of conducting this study is to come up with formidable solutions to avert the ordeal. Second, understand and learn the behavioral attribute amongst the study population that leads to these deplorable conditions. In addition, the study will offer insight in determining the factors that accelerate the occurrence of these activities. Tackling the problem calls for intensive research endeavor.  This study is one of the many studies conducted in this country and offer formidable solutions.
Methodology and Basic Design Overview
The study will be carried out based on a qualitative research, which will utilize focus groups.  Focus group is applied for this research.  Several questions prepared by the researcher require response from focus group. Information and data collected is preserved through transcripts, field notes and audio recordings (Dilshad& Latif, 2013). People will be selected in a random manner and given the mandate to gather information from various sources.  Open ended questions provide an opportunity to sample population to express their feelings and mind. This data will be analyzed using qualitative techniques. The relationship between independent and dependent variables is known through analysis. At the end of the study, recommendations will be made. They incorporate steps to be followed in solving the stalemate.
