The American Community Survey is the only publicly available source for fine-grained data (geographically) data about socio-economic conditions in the U.S. Alternatives to the ACS are private, prohibitively expensive, and without comparative historical data.
Using ACS unemployment data we can, for instance, make very deliberate decisions about where to fund workforce development centers in urban areas by isolating historical concentrations of low-wage employment and unemployment. We also, as transportation planners, can make more well-informed decisions about where to invest in new bus stops, or new light rail based on where the greatest concentration of need in a city happens to be. And how would we define ‘need’? With ACS data!  
Yet, as I mentioned toward the end of the Module 3 Overview, the ACS does not exist without a good bit of controversy (at least in recent years). Concerns over privacy, the compulsory nature of the Census questionnaire, and the role of the Federal Government in producing socio-economic data have led to serious efforts since the elimination of the long-form Decennial Census in 2005 to defund the ACS. 
Your assignment in this discussion is simple. Drawing on examples from research that you conduct online, please outline both sides of this ‘debate’ – i.e., benefits of the ACS and concerns about the ACS. Be sure to make clear that you understand why the ACS is valuable to the wide-range of folks who rely on it. But also be sure that you detail some of the concerns that have been raised in Congress about the ACS – explain, in other words, why Congress sought (and succeeded) to cut funding to the ACS.
