Discipline: crisis and disaster management
This is an essay exam. This exam gives you an opportunity to demonstrate what you have learned so far about catastrophes. You must answer four of the six questions (use the original number of the question on your paper). Your answers should be double-spaced and follow the normal academic conventions. Each answer should be 1.5-2 pages in length. Each answer should have at least one citation from our text and at least one citation from an outside source. Provide one reference list at the end of the paper. This test is due at 6 pm on Monday, September 30, 2019.
- How are catastrophes different from disasters? Identify at least four differing characteristics. Use some examples from previous or current catastrophes to illustrate these different characteristics.
- The four variables of the P-O-E-T model (Duncan, 1964) can interact (positively or negatively) with the logistical problems during catastrophe. Choose two of the variables and discuss how these variables interact with logistics. Include a discussion of how convergence can help or hinder during the response to a catastrophe.
- There are at least 16 sectors of society identified as critical infrastructure and key resources (CI/KR). Identify four of these sectors and discuss why these sectors are essential for a functioning modern society. How would an emergency manager plan for a loss of these four sectors?
- Using ideas discussed in class and from outside sources, describe at least three ethical issues an emergency manager might encounter in a catastrophe. Identify at least one way each ethical concern might be resolved.
- Economic concerns can occur before and after a catastrophe. Identify at least one economic issue before a catastrophe and at least one economic issue after a catastrophe which emergency managers should be aware. For each issue, identify at least one way an emergency manager could pro-actively plan before a catastrophic event to address this economic issue.
- Social vulnerability exists in many communities before a catastrophe. How could an emergency manager identify potential social vulnerabilities in their community before a catastrophe occurred? Discuss one of the four social vulnerability themes, identifying how an emergency manager could change prepared plans to address this particular social vulnerability theme.
