MAIN IDEAS.

Graduation rates have been showing a steady increase due to more funding.

Schools have less than safe working conditions.

Federal funding/charter school spending.

Graduation rates have shown a steady increase.

Rhode island spends about $14,415 per pupil where the national average is roughly 10,700. That’s a four-thousand-dollar increase from the national average

Rhode islands increased its spendinng per pupil from about six thousand in ’91 to 14,459 in ’08

The estimated amount currently is about 16,000.

Since ’08 when this budgetary reform took place there has been a steady increase in graduation rateswhich one of the largest was in 2016, this comes right around the ten-year mark of the reform where students in a k-8 setting would be most affected.

Schools have less than safe working enviorments.

In a report posted September 13, 2017 it was estimated that Rhode island schools would need about 2.2 billion dollars to fix infrastructure issues in buildings.

These are issues ranging from leaking roofs, to mold in classrooms, and even chipped lead paint in hallway walls.

The appraisal rated the issues on a scale of 1-5, Categories 1-3 being the worst and 4-5 being the superficial things.

It’s been estimated that to be able to consider these schools safe, warm, and dry, it’d cost 628 million dollars. This would only mean a that Rhode island would fix the first two of the five categories.

Federal budget/ Charter school spending

As it stands Rhode island has one of the lowest ask rates in the country when it comes to federal aid and their schools.

Only about five percent of the annual budget comes from the federal government with more than fifty percent being taxed locally.

Since Betsy DeVos became the secretary of education in February 7, 2017 there has been an increased focus on charter schools.

Devos was awarded 4.4 billion dollars in order to open new charter schools, 1.1 billion of which was wasted on charter schools that either opened for little time and closed, or were built and never opened

The U.S government spends roughly 373 billion dollars on school funding, of these funds Rhode islands gets a about 193,393 dollars yearly for funding.

Proposal.

Reallocate money from the 4.4 billion federal funds to “open” charter schools to better already built public schools.

Ensure from these reallocated federal funds so Rhode island gets enough to ensure their schools are safe, warm, and dry.

Since Rhode island has begun to show promise in its graduation rates we should up the yearly federal funding from the federal government.

In this course, you will be challenged to expand your worldview and think outside of the box.  For example, in one assignment you will be called upon to give the status of the law on abortion.  It does not matter whether you personally support or oppose abortion rights; what matters is your ability to synthesize a cogent statement of the law.

Similarly, you will confront the Right to Self-Determination a couple times in this course.  While California recently enacted a physician-assisted suicide statute, you will need to consider whether all people – not just those with a terminal diagnosis – have this inherent right to self-determination.   You will also need to consider why other states are lagging behind Oregon and California.

Across all assignments, you are more likely to get full credit with balanced arguments that present both for and against sides to any issue.

The course has an excellent textbook author in Pozgar.  However, you cannot let Pozgar do your thinking for you on this subject.  At various times, you may have to agree or disagree with Pozgar and be able to prove the point you are making.

No question on any of the assignments is asking for your own personal opinion.  Rather, each question will be seeking an objective statement of the status of health care law.  Your personal opinion may affect which side has the better argument in the answer, but you want to come across to the reader as a neutral observer.

When an assignment covers an issue of contention, you should have arguments written into your answer that explain both sides (for or against the current status of the law).  Thankfully, most of the questions in each assignment do not have contentious issues.

Throughout this course, you must remember that doctors and nurses and hospitals exist to care for the sick; they do not exist to minimize legal liability for health care facilities.  Thus, you will need to conceive of circumstances in which a nurse might attempt to repair a piece of medical equipment.
