Over the last five years since moving into downtown Los Angeles, California property crimes have been on the rise. From theft to burglaries, in private homes, apartment units and businesses in the area, they were all feeling and witnessing how they are victims of the increasing crime level in their area.
The overall crime rate in downtown los angels is higher than the national average and the California average, where for every 100k people, 10 crimes will occur per day on average. This crime level is higher by 38% from the rest of the country, as crime increased by 2% in 2018 from previous year (Area Vibes, 2018).
While the overall crime includes about 800 violent crimes perk 100k residents, property crimes are about 2735 per 100k in the downtown area. Marking the highest property crime level in California, and 6th in the nation.
The ongoing increase in crime has caused local business owner and residents alike to come together on urgent meeting to discuss the matter and implement new measures that would help the community decrees crime in their neighborhood.
To the meeting a representative from the LA police department was invited as well, in order for residents to share their concerns with the local authority and give them the opportunity to weigh in and voice any possible solutions they may have.
The community meeting attracted just under 100 individuals where majority of them were local business owners, while the rest were neighborhood residents. They all came under one common value and goal during their free time to offer their assistance in any possible way to decrease and stop business crime and property crimes in their area.
The police department voices their perspective in the matter and was quick to agree with all the concerns that were brought up citing the increase in crime and the overworked police department in the area as they are tending to verity of calls on daily basis and sometimes unable to reach every single call.
In the conclusion of the meeting residents came up with a crime prevention program while the police department suggested one as well. While the police department suggested increase in prevention measures for business to enforce and be vigilant with their customers and surroundings, it didn’t offer a solution for property crimes.
In their report for crime prevention methods the police department cited community and business watch programs where residents can partner up with each other to form a community watch to deter from property crimes.
While the police department was unable to allocate any of their law enforcement agents to participate in the program, they offered a grant of $300,000 if the community watch group would be able to create a sustainable and detailed program to combat the ongoing crime.
While community members were delighted to hear about the generous offer from the police department, they determined how a community watch program surrounding the downtown los angles business area and residential area will surpass the grant of $300k.
The formed group of residents and business owners decided to establish a formal plan where they will detail their plans, programs and new measures to highlight to law enforcement, local residents and any potential funding groups of their tireless efforts to stop crime, with hopes they can receive the remaining funding they are interested in. their proposal will include dates, times, and activities that will be performed by local residents in increase awareness and deter any possible crime.
The final proposal, they plan to introduce to a verity of groups in Los Angles that have interest in such programs. The proposal will reach the police department first as they were first to fund such a program, the police department will then be able to review more closely the details in the proposal and make a decision on whether or not fund it further.
Following the police department the proposal will be submitted to the Los Angeles chamber of commerce, and California chamber of commerce and the Federal chamber of commerce, all three departments daily focus is on assisting businesses, and while LA servs as a tourist destination for millions of tourists every year and help flourish the economy in the United States overall, the chamber of commerce would be a good source for funding. The proposal will then be submitted to the local business association, to the top 20 large businesses in downtown Los Angeles and any no profits that benefit from the downtown area.
Their proposal will include a logic model that highlights and details their community watch program, mission and overall goal, as attached below (attached in separate document as well):
