Origin of Blue Cross Commission:
The Great Depression that originated in 1929, had affected most kinds of businesses very badly. The worldwide demand for goods and services was reduced sharply. Hospitals, like other businesses, were severely hit. Hospital occupancy rates, revenues had dropped drastically. The reason was that people didn’t have the money to pay for hospital care.
At this point, Justin Kimble, who was the administrator of Baylor University Hospital, created a way through which people could pay for their hospital care. He created a plan called Baylor plan, enrolling more than 1000 Public school teachers. Through the plan, he promised to provide 21 days of care in the Baylor University Hospital at a price of 50 cents per month.
This model soon spread to other hospitals. By 1933, more than 25 such plans were in place. Hospitals started consulting trade associations for guiding them to create and implement such plans. Soon, the American Hospital Association(AHA) created a committee on Hospital service and started grating approval for such plans. This committee in 1936 became AHA Hospital Service plan Commission. In 1946, this Commission became Blue Cross Commission. The plans had to be non-profit, for public welfare, had coverage of hospital charges and a choice of doctors.
Above example shows how an incident like The Great Depression brought a lot of changes in the world. It was followed by the various initiatives taken by people to improve the conditions and then gradually different changes occurred over time to create some something bigger and better like the Blue Cross Commission.
