Methodological Design
Purpose of the research
One of the greatest concerns in the US today is the number of lives lost or injuries that result from high-speed chases by police officers when in pursuit of offenders. The increase in the number of innocent lives lost during speed pursuits has prompted the enactment of ‘no high-speed chase’ policies (Rivara & Mack, 2004), which have been implemented by law enforcement agencies in recent years. Citizens and other stakeholders have had different opinions on the issue with others arguing that high-speed chase is only necessary when a serious crime is committed. However, law enforcement agencies have continued with speed pursuits even when petty offences are committed, and this has faced resistance from all corners prompting the enactment of ‘no high-speed chase’ policies. Since the inception of the policies, the focus of several individuals has been on whether the policies are effective or not. In this respect, the purpose of this research is to study or investigate the effectiveness of ‘no high-speed chase’ policies implemented by law enforcement agencies.

How effective are the ‘no high-speed chase’ policies implemented by law enforcement agencies?
Hypotheses
The hypotheses of the research are as follows:
The ‘no high-speed chase’ policies have led to the reduction of innocent lives lost during speed pursuits of offenders by police and law enforcement agencies.
The ‘no high-speed chase’ policies have resulted in an increase in the commission of serious offences in the streets of various towns and cities.
