In this particular case there are many things to be analyzed. The first thing about the employee who has been working for the company since decade and have reach experience and performing well in the company. He is a true asset for the company. We know it cost to company on hiring, training, developing san employee but this employee is true asset.
On other hand the second employee is also performing well.
There should be equal action on both the employees and there should not be any discrimination for same. Discrimination in the action will send a discomfort and discontent message to the other employees.
By giving the equal treatment the other employees will consider that the company has ethical standards and no doubt who is violating the rules will be punished equally.
Casual action on the experienced employee may motivate him to violate more rules and there will be an unbalance between the rights of the company. Rules and regulations are equal for each and every one whether he is rich, poor, experienced, new comer etc.
In fact the experienced employee knows the loopholes so the risk is bigger from him. He may harm the company bigger than the new comer as he is experienced enough.
So my final words the treatment should be equal.
