According to Berkley training lab a needs analysis is,” a systematic set of procedures used to determine the gap or discrepancy between a present state (what is) and the desired state (what should be)” (“Needs Analysis: What Is It and Why Is It Performed?”, 2017).  The needs analysis determines what the gap is, what is causing the gap to continue and solutions to the issue.  The components in the analysis is, first to describe the desired outcome by determining the target group and desired outcome of an organization.  The second component is to determine the current state of finances.  This would be done by determining the current outputs and reviewing the current financial state of an organization.  The third is the describe the financial gaps and what is causing the gaps, by stating what the organization lacks and is causing gaps. Lastly to propose solutions to the problems by bringing forth solutions to the problems of an organization.

A needs assessment determines what the organization needs and how to close the gap between the current state of the organization and where it needs to be. The needs assessment consists of three main parts, which are initiation, data collection and analysis, and the final production (Weisberg, 2017). The needs assessment is important because it is instrumental in helping to identify disparities that are preventing the organization from reaching its goals.

Weisberg (2017) explains the initiation component as the identification of “frame factors” or “limiting factors”of the needs assessment, the organization being analyzed, and the project stakeholders. During the data collection and analysis component, the PEST (political, economic, social, and technological) analysis and SWOT analysis is performed. The final production is the final component of the needs assessment which includes a summary of findings, the migration strategy highlighting the areas of limitations and those that need strengthening. The final production also includes recommendations (Weisberg, 2017).
