New Directions to Safeguard Children (NDSC)
Policy for preventing child violence includes both legislation and government institutional regulations, protocols, and practices. Regulations, protocols and practices emerge from the process of implementing laws and policies. Sometimes non-statutory policies also are formed in order to support the legislation and formal policies.
The purpose of the policy is to bring attention of the stakeholder to the many potential child abuses and neglect and facilitate them to work in partnership to prevent child abuse and rehabilitate the victims.
The stakeholders of the legislation and policy includes, Department of health and human services, Police, Child welfare offices, Community organizations, Schools, Counselors, parents and Social workers.
The new directions to protect the children from abuse include the following polices. These policies are intended to protect thousands of children across the nation.
Mandatory reporting: A parent, teacher , citizen or an official who is suspecting an occurrence of child maltreatment must report to the child welfare office. Even if the suspect may not be based on facts, reporting is mandatory.
Child Protection registries: All reported child abuse occurrence or indicators of child abuse must be recorded and kept in the central data base. The information may be retrived by law and order officials such as police, attorneys, and department officials. Children whose names are reported in the registry must be followed with a protocol until the child becomes an adult.
Education of potential child violence: Children, teachers, parents and social workers must be provided with awareness program regarding child violence and th e ways f reporting the cases.
Development safety and risk assessment tools: All local welfare offices must conduct an audit regarding child violence in their respective area and identify the risky households and localities.
Training in child welfare schemes: Social workers, teachers and parents must be trained to handle the victims of child violence.
Organization of child protection service: The Health department must help the agencies and individual stakeholders to work in partnerships to prevent child violence and manage the victims.
Adoption of innovative approaches to child violence: The organizations and individuals that handle children who are exposed to violence can try their unique ways and report it to the officials to gather effective ways of managing child abuse.
All activities and initiatives must give thrust to safety and well-being of children with risk of abuse.
All cases regarding child abuse must be completed fast and the children must be provided with justice.
Awareness regarding these policies can be carried out with the following steps.
In each jurisdiction of the Department of Health, the prominent stakeholders must be gathered and the purposes and the details of the policies must be presented. Suggestions and feedback may be collected from the participants and the policies may be reframed at the end of the preliminary round. Once the final policy is created, its details, explanations and debates may be broadcasted with the help of a website, YouTube clips and Watsapp messages.
Since this policy give freedom to the stakeholders to manage the victims depending on the situation and also encourages to use innovative means to contain the situation, the policy must be supported.
