We have been imagining a United States which has been plagued by a Zombie Apocalypse in the year 2116.

  • After the Apocalypse: The situation ….

The year is 2116, and a zombie apocalypse has wiped out 90% of the population of the United States and led to the disintegration of our national political institutions.  While the apocalypse took a heavy social toll, it left many of our resources (notably communication, transportation, and manufacturing facilities) intact.  We have adequate food, water, and power; but (like today) we are aware that these resources are finite. The zombies themselves are still around, though their number has diminished, and they are no longer a “horde.”  The virus that caused the outbreak, a mutation of the bat borne Duvenhage virus, has mutated during the outbreak.  Infected persons exhibit distinct characteristics (a shuffling gait, extreme pallor, slurred speech due to partial paralysis of the vocal cords, intense cravings for iron-rich foods).  However, cognitive impairment and uncontrollable cravings for human brains exhibit in only about 25% of the infected population; these are the extremely dangerous “Type I zombies.” Despite the possibility of reintegration of the remaining Type II zombie population into the uninfected human population, many uninfected humans consider the zombies to be no longer human and show an intense distrust and dislike of the population.Note that two Type II zombies who breed together have a 50% chance of giving birth to a child who develops the more serious Type I form of the disease as an adult.  Moreover, the exchange of bodily fluids with either a Type I or Type II zombie will infect a person with whichever form of the virus they come into contact with.On the political front, a number of regions of concentrated population have survived the outbreak, and are now seeking to join forces for protection against the growing threat of a Canadian invasion (Canada was not hard-hit by the infection, but they are attracted to the natural resources, including arable land, that the U.S. possesses).  Moreover, the states desire the greater bargaining power (with respect to both trade and diplomatic relations) they will have if united. In short, the time has come to rebuild the United States and that means drafting a new governing document … a new constitution

  • After the Apocalypse:

Imagine that you are attending the new constitutional convention in 2116 after the Zombie Apocalypse (described in Discussion 1) and you are debating the issue of federalism. The current U.S. system is a federal system, with independent sovereignty (power!) at both the state and national levels.  There are some advantages to “large government” (with a more diverse electorate), and there are some advantages to “small government” (which is generally considered more responsive and more accountable).

Revise:

The new United States should be divided to two separate countries one of them for the humans and other for the Zombies to keep humans safe.  The most important thing about this new country is to keep the heath care constitution, because it is the most important and helpful constitution in this country, to prevent further casualties. Freedom of religion and expression it important to keep as well. No political parties should be allowed. Voting should be for the president elected by the people, rather than voting passed on the party that he belonged to.

Balance is divided between national government smaller state. The national government unite all the states together. all levels of government have the power to enforce laws. National war should be the main issue that should be handled. States are better at doing the best for the people and knowing their needs.
