It becomes essential for project managers to protect the baseline for various reasons:

With each new specification and increased need for resources the budget changes and project managers are allocated a fixed budget which needs a lot of approval to get changed.
At times this becomes a question mark on the project manager that planning was ineffective and scope for future amendments was not included.
Resistance to change is so much that it is generally preferred by project mangers that least amount of changes is done and baseline remains more or less the same.
